Since then he has developed a particular expertise in helping clients to navigate complex and controversial issues across the transport, energy and infrastructure sectors. Dom created Infrastructure Matters with a specific purpose in mind: to help public and private sector organisations manage political and stakeholder risks during the early stages of major infrastructure schemes.

Frances Fernandes leads our specialist consents service, offering expert, strategic advice and hands-on guidance to applicants during the Pre-Examination and Examination stages. With over a decade of experience as a Lead Examining Inspector at the Planning Inspectorate, Frances is an NSIP planning and DCO expert having assessed some of the most complex and nationally significant projects since the NSIP consenting process was introduced in 2008.

Rynd brings unmatched expertise in infrastructure planning, shaped by his background in law and town planning. A former director of the RTPI and the Planning Inspectorate, he has led major UK and Australian projects, including the Lower Thames Crossing. Holding the record for most DCO Examinations chaired, he aligns strategy with delivery, leveraging data and digital tools to drive efficiency. He pioneered virtual NSIP examinations. He is a Fellow of the RSA and Member of the RTPI.
